DHS Proposes Biometric Exit Procedures at U.S. Air and Sea Ports of Departure
The Department of Homeland Security (DHS) has formally proposed a system to record the departure of all non-U.S. citizens from the United States via air and sea ports of departure. The proposed system would require all non-citizens who provide biometric identifiers for admission to provide digital fingerprints when exiting the United States by air or sea. Departing visitors would still be required to return their paper Form I-94 or Form I-94W to airline or ship representatives when leaving the United States. If approved, DHS intends to implement air and sea exit procedures by January 2009.
DHS already requires biometric identification of air travelers applying for U.S. entry when such applicants are not U.S. citizens, permanent residents, or Canadian citizens.
