Mark focuses his practice on real estate development, as well as environmental and energy Law.  He has experience in assisting clients in securing a wide range of right-to-build approvals for complex and controversial projects such as numerous wind farms, solar projects, cellular communication facilities and regional shopping centers in New York State.  Representing owners and developers before local, state and federal agencies in connection with negotiations and administrative proceedings, Mark handles a variety of complex environmental and regulatory matters before the NYS DEC and the NYS PSC involving the State Environmental Quality Review Act, the Clean Water and Clean Air Acts, the NY Public Service Law as well as the Endangered Species Act and the federal Bald and Golden Eagle Protection Act.

He has also assisted municipal boards on various issues pertaining to local government, having acted as town attorney as well as advising planning and zoning boards on a variety of municipal and development matters. Mark has represented municipalities, developers and residents in complex Article 78 proceedings involving challenges to permits and approvals and assisted clients with environmental compliance matters before NYSDEC including cases involving hazardous waste and/or petroleum releases as well as solid waste matters.  He has provided training to the NY Planning Federation, NYS Association of Towns, and NYS Association of County Attorneys on a number of environmental and SEQRA related topics.
