Attorney Timothy Noonan Lends Tax Litigation Know-How to Major Legal Publication

Timothy NoonanHodgson Russ partner Timothy Noonan is among the legal professionals who contributed their time and practical knowledge to Thomson Reuters’ recently released treatise Commercial Litigation in New York State Courts, Fourth Edition, which was published as part of a joint venture with the New York County Lawyers’ Association.

Tim, a veteran New York State tax attorney, wrote the chapter on tax litigation in volume 4E of the publication with assistance from Hodgson Russ attorneys Stephen Kelkenberg and Ariele Doolittle. In it, he covers the complex laws and procedural rules that govern tax cases, outlines strategies for plaintiff and defendant representation through each stage of a case, and considers the possible ramifications of various actions.

Tim’s years of experience representing clients in New York State and New York City tax litigation and controversies informed the insight he offers throughout the chapter. Over the past 16 years, Tim has handled more than 700 personal income tax, sales tax, corporate tax, or other New York tax audits. He has also handled approximately 100 cases in New York’s Division of Tax Appeals. Among his notable accomplishments is the 2014 win in John Gaied v. New York State Tax Appeals Tribunal, one of the first tax residency cases to ever reach New York’s highest court.

Commercial Litigation in New York State Courts, Fourth Edition includes 22 new chapters, two new volumes and expanded content across a range of topics that engage the interplay between rules of procedure and substantive law, outline strategies for representation of plaintiff and defendant, and consider ramifications of various actions. The publication includes the work of 182 authors, who in total invested more than $40 million of billable time developing this treatise.
