Chris has focused his practice on public finance law since graduating from law school in 2001. He has acted as bond counsel to cities, towns, villages and school districts across New York State on a wide range of general obligation bond and note financings. Chris also has extensive experience acting as bond counsel to industrial development agencies, local development corporations and numerous public authorities in New York State in tax-exempt and taxable revenue bond financings. Additionally, he routinely acts as counsel to colleges, universities and other nonprofit corporations and as underwriter’s counsel on tax-exempt bond financings.

Chris’s practice includes a focus on the federal tax laws and regulations pertaining to tax-exempt bonds, with particular emphasis on arbitrage, private use questions and post-issuance compliance. He also has extensive experience advising municipalities, school districts, colleges and universities on matters relating to continuing disclosure requirements under Rule 15c2-12 and the federal securities laws.

Prior to joining Hodgson Russ, Chris was a member (partner) with Bond, Schoeneck & King, PLLC in Syracuse, New York. Prior to that, he was a senior associate with McKennon, Shelton & Henn LLP in Baltimore, Maryland.


At Case Western Reserve University School of Law, Chris was a senior editor of the Health Matrix: Journal of Law-Medicine.
