Debra Silverman Herman Elected as a Fellow of the American College of Tax Counsel

Hodgson Russ LLP is pleased to announce Debra Silverman Herman, a partner in our State & Local Tax Practice, has been elected as a Fellow of the American College of Tax Counsel. She has over 20 years of experience representing clients in state tax audits and New York State and New York City tax litigation and is widely recognized for her experience in state and local taxation.

Debra’s election is a significant accomplishment. At any given time, membership is limited to no more than 700 Fellows. The Fellows of the American College of Tax Counsel constitute an extraordinary group of America’s very best tax attorneys. Membership is reserved for those leaders who have made an exceptional contribution to their chosen profession. Fellows must be nominated for the honor of membership and must then undergo a rigorous screening process prior to being elected as Fellows of the College. In addition, Debra is the first attorney from Hodgson Russ to be elected as a Fellow.

Debra is currently the chair of the American Bar Association Tax Section’s Committee on State and Local Taxes and also a current member and former chair of the State and Local Tax Committee of the New York City Bar Association. She is also a nationally recognized author on state tax topics, previously serving as the editor in chief of The Tax Lawyer – The State and Local Tax Edition and State and Local Tax Lawyer – Symposium Edition, both published by the American Bar Association Section of Taxation. She is also the former associate executive editor of the American University International Law Review.

In addition, Debra is a frequent speaker on state and local tax issues and has appeared before such groups as Tax Executives Institute, the Institute for Professionals in Taxation, the American Bar Association, the New York State Bar Association, the New York City Bar Association, and the New York State and New Jersey Societies of Certified Public Accountants.
