Hodgson Russ LLP is pleased to announce six attorneys have been elected to the firm’s partnership, effective January 1, 2023.

Luisa D. Bostick regularly counsels and represents private and public sector clients in all aspects of labor and employment law. Her practice includes federal and state employment discrimination, workplace policies, employee evaluations, discipline and discharge, contract negotiations, union avoidance, and unemployment insurance issues. She has represented clients in cases involving the New York State Department of Labor, the New York State Division of Human Rights, the Equal Employment Opportunity Commission, the National Labor Relations Board, and the Public Employment Relations Board. Luisa also counsels school districts on a range of legal challenges such as special education litigation, student disciplinary matters, labor relations matters, and the development and implementation of school district policies. She is listed in Best Lawyers in America Ones to Watch and Upstate New York Super Lawyers Rising Stars. Luisa works out of the firm’s Buffalo office.

Roopa Chakkappan concentrates her practice on health law, administrative law, regulatory compliance, and administrative enforcement defense. She counsels both public and private health care entities including hospitals and private medical practices on a wide range of matters, including compliance with the Health Insurance Portability and Accountability Act (HIPAA), the New York Public Health Statute, and fraud and abuse laws such as the Stark and Anti-Kickback Statutes. Roopa has extensive experience with home health care entities and advises these clients on legal developments, regulatory compliance, licensure issues, and managed care contracts and provider agreements. Prior to joining Hodgson Russ, Roopa worked at the District of Columbia’s Medicaid Oversight Agency, the Department of Health Care Finance. Roopa works out of the firm’s Buffalo office.

Patrick E. Fitzsimmons is a litigation and cybersecurity attorney at Hodgson Russ. His practice focuses on white-collar criminal defense, privacy, and data security matters. As a criminal defense lawyer, Patrick represents individuals and companies facing criminal investigations and charges. In his privacy and data security practice, Patrick regularly counsels clients under an array of international, federal, and state privacy and data security laws. He also assists clients in managing ransomware attacks and other data breaches and advises clients on breach notification obligations. Patrick serves on the Firm’s Security Committee. Before joining Hodgson Russ, Patrick served as an assistant district attorney in the Erie County District Attorney’s Office. Patrick works out of the Firm’s Buffalo office.

Chelsea N. Latta is a member of the firm’s Immigration Practice. She represents clients in all areas of employment-based immigration, including temporary nonimmigrant visas as well as permanent residence cases. She advises companies of all sizes – including those in the technology, manufacturing, financial services, and higher education industries – on short- and long-term solutions for their foreign national employees in the United States. She also assists global corporations in developing and enhancing their company-wide immigration programs. Chelsea has been highly successful in winning approvals for individuals under the “outstanding researcher” and “extraordinary ability” categories. She also has extensive experience handling the preparation of PERM labor certification cases and petitions for multinational managers and executives. Since 2017, Chelsea has been listed as an Upstate New York Rising Star for Super Lawyers. She works out of the firm’s Buffalo office.

Lindsay A. Menasco concentrates her practice on education law, special education law, and labor and employment law. She has counseled public school districts and boards of education on a variety of issues, including student disciplinary matters, special education litigation, general school law, labor and employment matters, and the development and implementation of school district policies. Prior to joining Hodgson Russ, Lindsay assisted school districts throughout New York State with policy and regulation development, codes of conduct, and other guidance documents. She has been listed as an Upstate New York Rising Star by Super Lawyers. Lindsay works out of the firm’s Buffalo office.

Sarah Nagel Miller focuses her practice on a range of matters in the context of business litigation. She represents individuals and local and national entities in a variety of disputes, including contractual, intellectual property, and employment. Her experience litigating intellectual property matters includes trade secret, trademark, copyright, and patent disputes. In addition, she represents clients in a variety of employment-related litigation, including wage and hour, class action, and non-compete matters. Sarah also has experience representing clients in trusts and estates litigation, securities litigation, corporate and shareholder disputes, civil rights and employment discrimination matters, construction litigation, and healthcare litigation. She has repeatedly been named an Upstate New York Rising Star by Super Lawyers. Sarah works out of the firm’s Buffalo Office.
