Kevin Harkins is an attorney in the Hodgson Russ State & Local Tax Practice. With nearly 20 years of experience in tax controversy and litigation, he helps clients effectively navigate complex tax disputes.

With a career spanning roles in both government and private practice, Kevin brings to clients a rare combination of deep procedural knowledge, trial experience, and practical insight into state and local tax systems, especially in New York. He has a keen ability to guide clients through regulatory challenges, craft persuasive legal arguments, and advocate effectively in both administrative and judicial forums, giving his clients a distinct advantage, whether they are handling audits, contesting assessments, addressing multi-jurisdictional tax issues, or seeking penalty relief.

Kevin’s background includes leadership roles at top national firms, including KPMG LLP, where he advised on IRS penalty notices, drafted successful abatement and 9100 relief requests, and published thought leadership on IRS alternative dispute resolution techniques. At Forvis Mazars LLP, he represented clients in federal and state tax matters, securing favorable outcomes before the IRS and state tax authorities, including the Pennsylvania Board of Appeals.

His public sector experience is equally robust. As Senior Counsel at the New York City Law Department, Kevin litigated on behalf of the Department of Finance in both administrative and appellate courts, and managed litigation for the City’s Tax Lien Sale Program. Earlier, as an Assistant Attorney General for New York State, he conducted jury trials and handled complex litigation in federal and state courts.
